The evidence surface is a trust boundary.

Evidence before claims

Public claims must connect to source artifacts, validation results, decision records, change records, metrics, or clearly marked placeholders.

Measured and estimated remain separate

Metrics and outcomes must declare whether they are measured, estimated, baseline, experimental, or pending evidence.

Gaps are part of the evidence model

When evidence is not yet available, the page must say so instead of filling the gap with unsupported narrative.
